services: web: Add try-files for the nginx-service-type.

* gnu/services/web.scm (<nginx-server-configuration>): Add
  nginx-server-configuration-try-files.
(emit-nginx-server-config): Use it.
* doc/guix.texi (Web Services): Document it.
