weather: Accept package specs on the command line.
Previously, non-option arguments would be ignored. Now it puts them to
good use.
* guix/scripts/weather.scm (guix-weather)[package-list]: New procedure.
Use it.
* doc/guix.texi (Invoking guix weather): Adjust accordingly.
