distro: Add a package to build a tarball of the bootstrap binaries.
* distro/packages/base.scm (tarball-package): New procedure.
(%bootstrap-binaries-tarball): New variable.
(%guile-bootstrap-tarball): Define in terms of `tarball-package'.
