services: guix: Add 'max-silent-time' and 'timeout'.
* gnu/services/base.scm (<guix-configuration>)[max-silent-time]
[timeout]: New fields.
(guix-shepherd-service): Honor them.
* doc/guix.texi (Base Services): Document them.
