pull: Pass #:use-substitutes? to 'show-what-to-build'.

* guix/scripts/pull.scm (build-and-install): Add #:use-substitutes?
parameter and pass it to UPDATE-PROFILE.
(guix-pull): Pass #:use-substitutes? to 'build-and-install'.
