doc: Add "Packages for C Development" section.
Suggested by Bruno Haible <bruno@clisp.org> in <https://bugs.gnu.org/41038>. * doc/guix.texi (Packages for C Development): New node. (Application Setup)[The GCC toolchain]: Empty and refer to it.
