services: Add dnsmasq-service-type.
* gnu/services/dns.scm (dnsmasq-service-type): New variable.
(<dnsmasq-configuration>): New record type.
(dnsmasq-shepherd-service): New procedure.
* doc/guix.texi (DNS Services): Document it.
