weather: Add '--display-missing'.
* guix/scripts/weather.scm (report-server-coverage): Add
#:display-missing? and honor it.
(show-help, %options): Add "--display-missing".
(guix-weather): Pass #:display-missing? to 'report-server-coverage'.
* doc/guix.texi (Invoking guix weather): Document it.
