import: Add hackage importer.
* guix/scripts/import.scm (importers): Add hackage.
* guix/scripts/import/hackage.scm: New file.
* po/guix/POTFILES.in: Add guix/scripts/import.scm.
* doc/guix.texi: Add section on 'hackage' importer.
