doc: Add the stub of a manual.
* doc/guix.texi: New file.
* doc/fdl-1.3.texi: New file, copied from Gnulib.
* Makefile.am (info_TEXINFOS): New variable.
(EXTRA_DIST): Add `doc/fdl-1.3.texi'.
