gexp: 'program-file' and 'gexp->script' no longer have #:modules.
* guix/gexp.scm (<program-file>)[modules]: Remove.
(program-file): Remove #:modules and adjust accordingly.
(program-file-compiler): Likewise.
(gexp->script): Likewise.
