offload: Honor absolute build timeouts.
* guix/scripts/offload.scm (offload): Remove default value for
'build-timeout'. Pass '--timeout' to the remote 'guix build'
process.
(transfer-and-offload, process-request): Remove default value for
'build-timeout'.
