system: Add 'issue' field.
* gnu/system.scm (<operating-system>)[issue]: New field.
(%default-issue): New variable.
(etc-directory): Add #:issue parameter and honor it.
(operating-system-etc-directory): Adjust call accordingly.
* build-aux/hydra/demo-os.scm: Add 'issue' field.
