gnu: upower: Enable tests.
* gnu/packages/gnome.scm (upower)[arguments]: Enable tests and add
phases 'pre-check'.
[native-inputs]: Add 'python-pygobject', 'python-dbus',
'python-dbusmock' and 'umockdev'.
