weather: Add '--coverage'.
* guix/scripts/weather.scm (show-help, %options): Add '--coverage'.
(package-partition-boundary, package->output-mapping)
(substitute-oracle, report-package-coverage-per-system)
(report-package-coverage): New procedures.
(guix-weather): Honor '--coverage'.
* doc/guix.texi (Invoking guix weather): Document it.
