gnu: python-cffi: Update to 1.10.0.
* gnu/packages/python.scm (python-cffi): Update to 1.10.0. [arguments]<#:phases>: Patch distutils.ccompiler call to use "gcc". Patch another hard-coded cc invocation. Adjust `py.test` invocation per README.
