gnu: carla: Partially fix start-up.
This fixes <https://debbugs.gnu.org/cgi/bugreport.cgi?bug=39942> but
carla still fails to start.

* gnu/packages/audio.scm (carla)[arguments]: Add ‘make-carla-executable’ phase.
