build: Add 'EMACS' silent rule.
* Makefile.am (AM_V_EMACS, AM_V_EMACS_, AM_V_EMACS_0): New variables.
* emacs.am [HAVE_EMACS] ($(AUTOLOADS)): Use $(AM_V_EMACS).
