website: packages: Add newlines in the HTML output.

This works around a CVS/RCS limitation:

* website/www/packages.scm (package->sxml): Add a bunch of \n.
(issues->sxml): Use 'list-join' to add newlines.
(packages->issue-sxml): Likewise.
