gnu: libphonenumber: Build reproducibly.
* gnu/packages/messaging.scm (libphonenumber): Add patch.
* gnu/packages/patches/libphonenumber-reproducible-build.patch: New
file.
* gnu/local.mk (dist_patch_DATA): Register patch.
