gnu: glibc: Reinstate fallback code for systems lacking 'prlimit64'.
* gnu/packages/patches/glibc-reinstate-prlimit64-fallback.patch: New file.
* gnu/packages/base.scm (glibc/linux)[source]: Use it.
* gnu/local.mk (dist_patch_DATA): Add it.
