gnu: ocaml-menhir: Update to 20200211.
* gnu/packages/ocaml.scm (ocaml-menhir): Update to 20200211.
[build-system]: Switch from gnu to dune.
[arguments]: Remove phases and make-flags.
[native-inputs]: Remove field.
