services: Add 'hostapd-service-type'.

* gnu/services/networking.scm (<hostapd-configuration>): New record
type.
(hostapd-configuration-file, hostapd-shepherd-services): New
procedures.
(hostapd-service-type): New variable.
* doc/guix.texi (Networking Services): Document it.
