bootstrap: Remove development hacks.

* gnu/packages/commencement.scm (%fake-bootstrap?): Remove.  Update users to
always keep true bootstrap; i.e., do not use %bootstrap-guile.
(mes-boot0): Remove.  Update users.
(nyacc-boot): Likewise.
