store: Add #:timeout build option.

* guix/serialization.scm (write-string-pairs): New procedure.
* guix/store.scm (write-arg): Add 'string-pairs' case.
  (set-build-options): Add 'timeout' keyword parameter.  Honor it.
* tests/derivations.scm ("build-expression->derivation and timeout"):
  New test.
