pack: Use maximum compression; use '-n' for gzip.
* guix/scripts/pack.scm (<compressor>)[tar-option]: Remove.
[command]: New field.
(%compressors): Provide complete commands. Use '-9' or equivalent for
each compressor; use '-n' for gzip.
(self-contained-tarball)[build]: Adjust accordingly.
