download: Prepare to support the 'guix publish' /file URLs.
* guix/download.scm (%content-addressed-mirrors): Add 'file' parameter
to the lambda.
* guix/build/download.scm (url-fetch)[content-addressed-uris]: Adjust
accordingly.
