profiles: Move build code to (guix build profiles).

* guix/build/profiles.scm: New file.
* Makefile.am (MODULES): Add it.
* guix/profiles.scm (profile-derivation)[builder]: Call out to
  'build-profile'.
  Add (guix build profiles) to the #:modules argument.
