syscalls: Add utmpx procedures and data structure.
* guix/build/syscalls.scm (<utmpx-entry>): New record type.
(%utmpx): New C struct.
(login-type): New bits.
(setutxent, endutxent, getutxent, utmpx-entries): New procedures.
