packages: Set the port conversion strategy to 'error'.
Suggested by Mark H Weaver.
* guix/build/gnu-build-system.scm (gnu-build): Set
%DEFAULT-PORT-CONVERSION-STRATEGY to 'error.
* guix/packages.scm (patch-and-repack)[builder]: Likewise.
