gnu: libgpg-error: Fix building on aarch64-linux.
* gnu/packages/patches/gnupg.scm (libgpg-error)[source]: Add patch. * gnu/packages/patches/libgpg-error-aarch64-logging-fix.patch: New file. * gnu/local.mk (dist_patch_DATA): Register it.
