gnu: gettext: Upgrade to 0.18.3.
* gnu/packages/gettext.scm (gettext): Upgrade to 0.18.3.
Remove patch. Change `patch-tests' phase to use (which "sh'); keep it
regardless of whether we're cross compiling.
