gnu: Rename (gnu packages system) to (gnu packages admin).
* gnu/packages/system.scm: Rename to...
* gnu/packages/admin.scm: ... this. Adjust module name accordingly.
* gnu-system.am (GNU_SYSTEM_MODULES): Update.
