gnu: gettext: Set encoding to ISO-8859-1 when modifying files.
* gnu/packages/gettext.scm (gnu-gettext)[arguments] <patch-tests>: Set
%default-port-encoding. Fixes test failures at
<http://hydra.gnu.org/build/262586>.
