services: php-fpm: Add 'timezone' configuration.
* gnu/services/web.scm: (<php-fpm-configuration>)[timezone]: New record field.
(default-php-fpm-config, php-fpm-shepherd-service, php-fpm-activation): Use
this.
* doc/guix.texi (Web Services): Document this.
