gnu: Add fcgiwrap service.
* doc/guix.texi (Web Services): Add documentation.
* gnu/services/web.scm (<fcgiwrap-configuration>): New record type.
(fcgiwrap-accounts, fcgiwrap-shepherd-service): New service extensions.
(fcgiwrap-service-type): New service type.
