gnu: Add TomsFastMath.
* gnu/packages/multiprecision.scm (tomsfastmath): New variable.
* gnu/packages/patches/tomsfastmath-constness.patch: New patch.
* gnu/local.mk (dist_patch_DATA): Add it.
